Bebb Francis is the founder and President of The Francis Law Firm, P.C. He was admitted as a member of the American College of Real Estate Lawyers in 1990 and has regularly been recognized in Best Lawyers in America and as a “Super Lawyer†by Texas Monthly Magazine and a “Best Lawyer†by Scene In SA Monthly Magazine. Recently, Bebb is perhaps best recognized for his representation of Marriott International, Inc. www.marriott.com in negotiating and documenting the complex economic development agreements and entitlements, the Cibolo Canyon Special Improvement District documents, appropriate water and wastewater agreements and the acquisition agreements for the JW Marriott San Antonio Hill Country Resort and Spa—San Antonio’s newest resort with over 1,000 guest rooms, approximately 140,000 square feet of meeting space and the TPC San Antonio.
Bebb is currently representing Federal Realty Investment Trust www.federalrealty.com in its continuing redevelopment of Houston Street www.hstreetsa.com in the heart of historic downtown San Antonio. Through his guidance and leadership, Federal Realty obtained permits, regulatory approvals and amendments to the Tax Increment Reinvestment Zone enabling Federal Realty to construct a 54,000 square foot building which will be the home of Walgreens Drug Store (one of the oldest sites in the Walgreen’s System—dating back to the 1930’s) and the administrative offices of Nix Healthcare.
Having represented the first company to receive tax abatements as an economic incentive to locate its medical products assembly facility to metropolitan San Antonio, Bebb is recognized as an advocate for the continuing economic development of the region.
As a result, he was chosen to represent Citicorp Data Systems Incorporated, World Savings Association (Wachovia), QVC, Inc., BABN Technologies (Oberthur Gaming), and Colin Medical Investments in identifying and negotiating economic incentive packages and presenting the package before the governmental authorities thereby facilitating the companies’ decisions to select San Antonio as the site of their expansion facilities.
